1. State support for the development of animal husbandry and processing of agricultural products

The program provides financial support to business entities operating in the fields of animal husbandry, beekeeping, and fish farming; processing industry, which produce food products (meat, fish, dairy), and individuals who have bee colonies.

Financial support include:

1) special budget subsidy for existing bee colonies:

A subsidy is provided on a non-refundable basis to individuals and economic entities for 10 to 300 bee colonies available in the current year in the amount of UAH 200 per bee colony. If there are more than 300 bee colonies, the maximum amount of subsidy is UAH 60 thousand for one recipient.

The deadline for submitting documents to the Ministry of Agrarian Policy is 1 October of the current year.

2) partial reimbursement of the cost of breeding animals purchased for further reproduction, namely heifers, dairy cows, milk-meat and meat production cows, pigs and piglets, ewes, rams, goats, bee packages, queen bees, sperm of bulls and boars, and embryos of cattle, which have breeding (genetic) value:

Reimbursement is provided for purchased breeding animals, bees in the period from 1 October of the previous year to 30 September of the current year in the amount of up to 80% of the value (excluding VAT) with certain restrictions.

The deadline for submitting documents to the Ministry of Agrarian Policy is 10 October of the current year.

3) partial reimbursement of the cost of construction and/or reconstruction of livestock farms and complexes, fish farms, milking parlors, enterprises for processing of agricultural products:

Partial compensation is granted to business entities on a non-refundable basis in the amount of up to 50% of the cost (excluding VAT), and to agricultural cooperatives in the amount of up to 70% of the cost (excluding VAT), including the cost of equipment built and/or reconstructed and commissioned in November – December of last year and January – October of the current year facilities for keeping (growing and breeding) agricultural animals, poultry, aquaculture facilities (on fish farms), milking parlors, enterprises for processing of agricultural products (in particular, for the production of meat, fish, dairy food products) and/or by-products of animal origin belonging to II and III categories.

The deadline for submitting documents to the Ministry of Agrarian Policy is 15 November of the current year.

4) partial compensation of the cost of construction and/or reconstruction of livestock farms and complexes, milking parlors, enterprises for processing agricultural products in the part of costs financed at the expense of bank loans excluding VAT:

Compensation is provided only to those business entities that, in 2018 and 2019, received loans from resident banks of Ukraine that signed the Memorandum on the General Principles of Cooperation with the Ministry of Agrarian Policy, with a term of up to 5 years, in the amount up to UAH 500 million per object for construction and/or reconstruction of livestock farms and complexes for keeping cattle, pigs, poultry (in particular, waterfowl and turkeys), milking parlors, enterprises for processing of agricultural products (milk, meat) and/or by-products of animal origin belonging to II and III categories, including the cost of equipment, and received such compensation in 2018 and 2019.

5) partial reimbursement of the cost of construction and/or reconstruction of grain storage and processing enterprises:

Partial reimbursement is provided on a non-refundable basis in the amount of up to 50% of the cost (excluding VAT), including the cost of equipment built and/or reconstructed and commissioned in November – December of the previous year and January – October of the current year facilities, grain and fodder storages, elevators, mechanized grain warehouses, grain cleaning and drying stations:

  • agricultural producers – legal entities whose main activity is supply of agricultural goods/services produced by them on their own or leased fixed assets, and the specific weight of the value of agricultural goods/services is not less than 75% of the value of all goods supplied by them in the previous tax year;
  • newly established agricultural producers who have been in business for less than 12 calendar months.

The deadline for submitting documents to the Ministry of Agrarian Policy is 15 November of the current year.

6) special budget subsidy for keeping goats, female goats, shearling, ewes:

The subsidy is granted on a non-refundable basis to business entities that are owners of goats and sheep, for each available as of 1 January of the current year, identified and registered in the established order, in the amount of UAH 1,000 per head.

The deadline for submitting documents to the Ministry of Agrarian Policy is 1 November of the current year.

7) a special budget subsidy for increase in number of cows of own reproduction:

The subsidy is granted on a non-refundable basis to business entities that are legal entities and owners of cows, for each available additional cow of own reproduction, by which the main herd was increased as of 1 July of the current year compared to the existing herd of cows as of 1 January of the current year, in the amount of UAH 30,000 per head.

The deadline for submitting documents to the Ministry of Agrarian Policy is 1 September of the current year.


2. State program “Affordable loans 5-7-9%”

The program is valid for 5 years and applies, in particular, to agricultural producers.

The program provides for partial compensation of interest rates on loans, in particular, with the aim of:

  • development of entrepreneurship, in particular, promotion of development of business entities, increase in the volume of production, export, import substitution, high-tech production, energy efficiency, introduction of innovations, as well as promotion of creating new jobs and enterprises, return of labor migrants to Ukraine;
  • refinancing of existing debt in banks of Ukraine for loans of business entities (except large business entities);
  • financing of business entities (except business entities engaged in the production and/or sale of weapons) to prevent Russian aggression and overcome its consequences, in particular to meet the needs of the Armed Forces, other military formations formed in accordance with the law, and/or the population , injured as a result of hostilities during martial law, in particular for relocation of enterprises from territories close to the hostilities zone or located in it, to safe regions of Ukraine.

Available programs and criteria for their obtaining:

0% per annum
(0% per annum during martial law and within one month after its termination or cancellation, then 5% per annum)
Goal: to prevent Russian aggression and overcome its consequences.
Purpose of the loan:

  • providing a loan for investment purposes related to business activity and/or;
  • financing of working capital;
  • refinancing the existing debt and/or changing terms of the contract for loans in banks.

5% per annum
Goal: development of entrepreneurship.
Purpose of the loan:

  • investment project financing;
  • replenishment of working capital necessary for implementation of an investment project in the amount of up to 25% of its cost.

Conditions: hiring 2 employees during the quarter.
Criteria for participants: for businesses with an annual income of up to UAH 50 million per group of related persons.


7% per annum
Goal: development of entrepreneurship.
Purpose of the loan:

  • investment project financing;
  • replenishment of working capital necessary for implementation of an investment project in the amount of up to 25% of its cost.

Criteria for participants: for businesses with an annual income of up to UAH 50 million per group of related persons.


9% per annum
Goal: development of entrepreneurship.
Purpose of the loan:

  • investment project financing;
  • replenishment of working capital necessary for implementation of an investment project in the amount of up to 25% of its cost.

Criteria for participants: for businesses with an annual income of up to UAH 50 million per group of related persons.


3% per annum
Purpose: refinancing the debt of the business entity under a loan provided by the Bank of Ukraine.
Criteria for participants: for businesses with an annual income of up to UAH 50 million. per group of related persons.


5% per annum
Purpose: to prevent Russian aggression and overcome its consequences.
Criteria: for loans of the size from UAH 60 million hryvnias to UAH 1 billion, for trading companies together with members of the group of counterparties related to them.

Criteria for participation in the program:

  • The borrower is a legal entity or an individual entrepreneur registered in the controlled territory of Ukraine;
  • The ultimate beneficial owner (controller) is a resident of Ukraine;
  • Term of business activity – more than 12 months;
  • Annual income from activities does not exceed EUR 50 million (on a consolidated basis by group of related companies, if any). For business applying for a loan with the aim of preventing Russian aggression and overcoming its consequences, the income limit does not apply;
  • The total amount of state support received by the borrower and/or group members during any three-year period of program implementation cannot exceed the equivalent of 200,000 euros.
