ІТ sector

Before the full-scale invasion of innovative technologies, Ukraine was experiencing high growth rates. The IT sector has become one of the leading export-oriented industries in Ukraine, ranking second in the overall export structure. Since 2010, Ukraine’s exports of IT services have been growing steadily by 27.3% annually, reaching a record high of USD 7.3 billion in 2022. Today, IT services are a key element of national exports, accounting for 4% of its total volume. The share of IT in Ukraine’s GDP in 2023 was 5%, and in GVA – 4.5%

The Ukrainian Tech Ecosystem, an online database covering IT companies, professionals, investors, and Ukraine’s tech ecosystem, lists over 2,300 registered companies.The largest number of IT companies in Ukraine are in the following areas: Business productivity software, Martech & Media, Fintech & Insurtech, Healthtech Wellness, E-commerce & Retail, Hardware & IoT, and others. 

Each year, thousands of qualified IT specialists start their professional careers. In 2023, the number of university graduates with IT degrees was over 30,000. In addition, non-formal education is also developing: over the past 20 years, 36 Ukrainian IT schools have graduated more than 600,000 students in technical and non-technical IT fields.

346.2 thousand is the number of IT specialists in Ukraine. About 70% of them work in Ukraine, and 50+% of specialists work in companies of Ukrainian origin. 

Digitalization

The Ukrainian Global Innovation Vision strategy aims to make Ukraine the most digitalized country in the world by 2030. The digital transformation process is advancing rapidly, with citizens actively utilizing electronic government services. In 2023, 64% of the population accessed public services online, primarily through the “Diia” app and portal. The government’s goal is to digitize 100% of public services via “Diia.” According to the E-Government Development Index, over the past ten years, Ukraine has risen 57 places in the ranking in terms of the government’s readiness to use information and communication technologies to provide quality public services to citizens.

Diia.City is a unique tax and legal ecosystem for IT companies in Ukraine, with over 800 resident companies and more than 62,000 specialists. The platform offers a range of incentives to foster business development, enabling companies to grow, scale, and attract investments. According to the “Diia.City Analysis” study, 98% of resident companies positively assess its impact on their business growth. This project has been made possible thanks to the systematic support of the USAID Competitive Economy Program in Ukraine.

Impact of war

Despite the challenges posed by the full-scale invasion, the number of companies demonstrating steady revenue growth continues to rise. In 2023, 74% of companies reported that their revenue either remained stable or increased compared to the previous year. Ukrainian tech companies are also opening new offices, with 36% of CEOs surveyed planning to do so in the coming year, according to the IT Research Ukraine 2023 report.

Ukraine provides a favorable environment for the growth of the IT sector, particularly in integrating innovative technologies with industries such as agriculture, aviation, and healthcare – just a few of the areas where the country is beginning to develop new growth opportunities. Ukraine’s priority areas of innovation according to the Global Innovation Vision of Ukraine are Defence Tech, MedTech, AgriTech, XR, AUV, Biotech, Green tech, AI, Semiconductors, Secure cyber space, Fluid Economy, Edtech.
