UkraineInvest and the European Investment Bank Strengthen Cooperation to Boost Private-Sector Investment in Ukraine

On 27 November 2025, a working meeting took place in Kyiv between the leadership of UkraineInvest and the team of the European Investment Bank (EIB), focused on enhancing coordination to mobilize private-sector investment in Ukraine. The meeting was attended by UkraineInvest Executive Director Marina Khlystun, institution experts, as well as Sven Röben, Acting Head of the Private Sector and Blending Ukraine Investment Team; Guillaume Froment-Meurice, Senior Investment Specialist for Corporate and Social Investments outside the EU; and Vyacheslav Ovechkin, Head of the EIB Resident Representation in Ukraine.

The parties discussed a practical cooperation framework designed to better align EIB financial instruments with UkraineInvest’s analytical and operational support for investment project development, risk mitigation and private-sector financing. In the coming period, UkraineInvest and the EIB will align their approaches to the Bank’s new financial instruments to ensure that investors receive a clear, comprehensive and coherent overview of available opportunities.

The institutions also agreed to deepen coordination in shaping a pipeline of investment projects and advancing the “one-stop-shop” model. UkraineInvest will support investors by providing access to available project opportunities, facilitating business contacts and partnerships, advising on financial instruments, insurance programs and industrial park options, and assisting with applications for state support — including up to 30% compensation of capital expenditures for investment projects exceeding €12 million, as well as other relevant sectoral incentive programs.
