The Law of Ukraine “On State Support for Investment Projects with Significant Investments in Ukraine” has enabled the Government, the Ministry of Economy of Ukraine, and UkraineInvest to demonstrate the country’s investment viability in practice.
This was emphasized by Oleksandr Melnychenko, Acting Executive Director of UkraineInvest, during his address at the International Invest Summit 2025 held in Lviv.
Speaking at the panel discussion “Ukraine’s Recovery: Priorities, the Role of the State and International Partners,” Mr. Melnychenko noted that UkraineInvest is currently facilitating around 30 investment projects with a total value exceeding EUR 3 billion. These projects are expected to generate over 12,000 new jobs. Investors have shown the greatest interest in sectors such as logistics, extractive and processing industries, education, renewable energy, tourism and recreation, and healthcare.
To date, four special investment agreements have been signed between the Government of Ukraine and investors. UkraineInvest provides comprehensive support for these projects, including legal, analytical, and advisory services.
“The Law on State Support for Investment Projects with Significant Investments has proven Ukraine’s investment capability in practice. The figures speak for themselves. The support mechanisms can be applied across nearly all sectors of the economy, creating broad opportunities for attracting private capital to Ukraine’s recovery,” emphasized Oleksandr Melnychenko.
The law offers investors state support of up to 30% of the eligible investment amount, including exemptions from corporate income tax, import duties, and land fees, as well as compensation for infrastructure-related expenses. The minimum investment required to qualify for the program is EUR 12 million (excluding VAT), with the obligation to create at least 10 jobs and implement the project within five years.
The International Invest Summit 2025 served as a professional platform for discussing practical mechanisms to attract investment for Ukraine’s recovery. The event featured panel discussions, presentations, analytical sessions, and networking opportunities, and brought together international investors, government officials, and representatives of large, medium, and small businesses.
