Since 2017, Ukraine has been actively reforming its healthcare system. Key milestones include the establishment of the National Health Service of Ukraine and the launch of an electronic healthcare system, which has become a cornerstone of the sector’s digital transformation. These reforms have contributed to greater transparency and more efficient allocation of public funds. In 2024, the healthcare budget amounted to UAH 238.7 billion, representing 4.5% of the state budget.
The war has inflicted severe damage on Ukraine’s healthcare infrastructure, with losses estimated at USD 4.3 billion. More than 1,500 medical facilities have been damaged, and the overall recovery needs of the sector are estimated at approximately USD 19.4 billion. There is a growing demand for rehabilitation and prosthetic services: over 200,000 Ukrainians require rehabilitation support each year, and the prosthetics market is expanding rapidly.
Ukraine’s pharmaceutical sector is steadily reducing its reliance on imports while increasing exports to the EU, which accounted for 20.9% of total pharmaceutical exports in 2024. The total value of pharmaceutical exports reached USD 279 million in 2024, while imports amounted to USD 2.14 billion. In 2023, foreign direct investment in the pharmaceutical sector exceeded USD 150 million. The overall volume of pharmacy sales in Ukraine in 2024 reached 1.3 billion units, totaling USD 4.8 billion in value.
According to Ukraine’s Digital Development Strategy for Innovation through 2030, the development of biotechnology (Biotech) and medical technology (MedTech) presents significant opportunities for investors — particularly in gene therapy, personalized medicine, medical devices, and digital health solutions.
