UkraineInvest Presented Investor Support Opportunities in the Demining Equipment Sector at the Humanitarian Demining Forum

On 5 December 2025, UkraineInvest took part in a forum dedicated to humanitarian demining, held in Kyiv and bringing together representatives of the Government, international organisations, investment institutions and demining operators. The event was organised by the Ministry of Economy, Environment and Agriculture of Ukraine in partnership with UNDP, the Kingdom of Norway and the Kingdom of the Netherlands. Participants discussed not only the industrial and financial tools for restoring liberated territories, but also the investment mechanisms available to support the demining sector.

The programme featured three panel discussions focused on the sector’s investment attractiveness, the role of international partners and the development of mine action standards. During the final panel, “Partnership for Development: Financing and Investment for Demining in Ukraine,” UkraineInvest’s Deputy Executive Director Oleksandr Melnychenko outlined key opportunities for investors in the production of machinery and equipment for humanitarian demining.

Melnychenko emphasised that substantial investments continue to be made in Ukraine even during wartime — and UkraineInvest has demonstrated this through its work supporting investors who are establishing high-tech manufacturing operations. He noted:

“Few believed that major investments in Ukraine would be possible during the war. But UkraineInvest, working in synergy with the Ministry of Economy and the Economic Development Committee of the Verkhovna Rada, has proven that systemic investment in Ukraine’s key sectors is a reality. This is confirmed by the five special investment agreements — totalling €250 million — signed between the Government and investors within a short period.”

He added that UkraineInvest is currently supporting a strong investment pipeline of around 20 projects worth approximately €3 billion, including new initiatives in high-tech equipment manufacturing. Melnychenko also highlighted the crucial role of state support in developing the production of machinery and equipment for humanitarian demining, which is classified as a national priority sector. Available incentives include reimbursement of engineering and transport infrastructure costs, tax and land benefits, and compensation of up to 30% of capital investment.

He underscored the effectiveness of UkraineInvest’s investor facilitation model and the importance of institutional mechanisms protecting investors. Melnychenko reiterated that UkraineInvest functions as a “one-stop shop,” supporting investors from the first contact through to the signing of a special investment agreement and the launch of production — ensuring transparency and predictability at each stage. He added: “Our investor support and protection system works — and it works for the future.”

UkraineInvest’s participation in the humanitarian demining forum reinforced the importance of investing in the production of equipment and technologies that help restore economic activity in liberated territories. Given the strong demand and long-term need, this sector has the potential to become a powerful driver of investment-led growth in Ukraine.
