On 24–25 November 2025, the UkraineInvest team, led by Executive Director Maryna Khlystun, joined the Ukrainian delegation at the Global Industrial Summit in Riyadh, Kingdom of Saudi Arabia, held as part of the 21st session of the UN Industrial Development Organization (UNIDO) General Conference. The event was organized by UNIDO in cooperation with the Ministry of Industry and Mineral Resources of the Kingdom of Saudi Arabia. The delegation of Ukraine was headed by Andrii Teliupa, Deputy Minister of Economy, Environment and Agricultural Policy of Ukraine.

Maryna Khlystun presented a portfolio of investment-ready industrial projects, investor support mechanisms, and the priorities of Ukraine’s industrial policy — from sustainable production and energy system modernization to critical raw materials processing, industrial materials, dual-use technologies, and Industry 4.0/5.0.

Khlystun also moderated the roundtable “Investment Dialogue: Mobilizing Gulf Capital for Sustainable Industrial Growth in Ukraine”, organized by the Ministry of Economy, Environment and Agricultural Policy of Ukraine in partnership with UNIDO. The discussion featured a series of investment-ready Ukrainian projects and highlighted mechanisms designed to attract strategic foreign capital for the modernization of Ukraine’s industrial sector. The dialogue emphasized opportunities for cooperation with Gulf countries in renewable energy, agri-processing, logistics, critical raw materials, digital technologies, and advanced manufacturing.

A key part of the visit was a strategic meeting with the Ministry of Investment of Saudi Arabia (MISA) and the Saudi Investment Promotion Authority (SIPA), attended by Andrii Teliupa, the UkraineInvest leadership, the Ukrainian Chamber of Commerce and Industry, and Ukrainian companies. Khlystun stressed the need for a coordinated effort to prepare investment projects in partnership with the Kingdom of Saudi Arabia and to involve all relevant stakeholders, including the Joint Business Council. She noted that further coordination could progress through institutional cooperation between UkraineInvest and SIPA.

Another important engagement was the first meeting of the renewed Ukraine–Saudi Arabia Joint Business Cooperation Council, organized by the Ukrainian Chamber of Commerce and Industry and the Federation of Saudi Chambers. The event gathered more than 50 representatives of business and institutional partners from both countries and concluded with the re-signing of the Memorandum on strengthening the Ukrainian-Saudi Business Council.

The delegation also held a separate meeting with Fatou Haidara, Deputy to the Director General and Managing Director for Global Partnerships at UNIDO. Deputy Minister Teliupa highlighted the importance of jointly preparing industrial and technological projects tailored to Gulf countries and the need for coordinated UNIDO support throughout the project cycle. In continuation of cooperation with UNIDO, the parties aligned priority areas for joint programmes focused on industrial development, modernization of production clusters, and the attraction of foreign investors — forming a basis for future initiatives with Gulf partners and international financial institutions.

The Deputy Minister of Investment of Saudi Arabia underscored the Kingdom’s readiness to support the exchange of experience and best practices in investment attraction and facilitation between the institutions of both countries — with the support of the Ministry of Economy, Environment and Agricultural Policy of Ukraine and the Ministry of Investment of Saudi Arabia. Saudi partners presented the country’s investment ecosystem and mechanisms available to international investors. The meeting confirmed the mutual commitment to deepen cooperation and expand engagement in attracting investment.

The Summit also underscored the growing interest of Gulf institutions and private equity funds in co-investment models, the development of industrial clusters, the creation of joint ventures, and entry into Ukrainian industrial parks — key instruments for localizing production and expanding regional presence, particularly in advanced chemical and heavy industrial technologies.

Additionally, Ukrainian companies presented a portfolio of projects across agri-industrial production, engineering, critical materials, healthcare, infrastructure, logistics and retail, as well as investment opportunities for locating manufacturing facilities within industrial parks.

The visit resulted in the official resumption of the Ukraine–Saudi Arabia Joint Business Council, marked by a memorandum exchange ceremony and participation in the Saudi–Ukrainian Business Forum, a key platform for B2B dialogue and project presentation.
