UkraineInvest Holds Inaugural Coordination Meeting with Regions on Investment Attraction and Facilitation

On 10 December 2025, UkraineInvest hosted a webinar for representatives of regional state and military administrations, city (military) administrations, regional councils, and regional development agencies. The event brought together around 180 participants from across Ukraine.

In line with the Government Action Plan, the Ministry of Economy of Ukraine, together with UkraineInvest, is implementing a comprehensive approach to synchronising efforts and strengthening the capacity of all stakeholders involved in investment attraction and facilitation. Regional institutions play a central role in this process, as investment projects are ultimately formed and implemented at the local level.

With this objective, the UkraineInvest team held an inaugural coordination meeting with regional representatives to align approaches to investor engagement, strengthen project development capacity, and build high-quality regional investment portfolios.

The webinar was opened by Pavlo Kartashov, Deputy Minister of Economy, Environment and Agriculture of Ukraine, who highlighted UkraineInvest’s transformation into a service-oriented investment promotion office with an updated operating model, a CRM system, and a structured portfolio of investment projects. He also emphasised the importance of close cooperation between the national and regional levels.

Executive Director of UkraineInvest, Maryna Khlystun, presented the key approaches underpinning the development of the National Investment Attraction Strategy until 2030. She stressed that regions are the backbone of Ukraine’s investment ecosystem, and that unified investor engagement standards, continuous dialogue with the business community, and well-prepared project portfolios are decisive factors for attracting private investment.

Priority sectors identified during the discussion included agro-processing, logistics, machinery manufacturing, products and technologies for strategic industries, renewable energy, IT, and the production of construction materials. Particular attention was given to derisking instruments, including war risk insurance, compensation of insurance premiums, and available national and international financial support programmes for investors.

UkraineInvest also presented its plans for the coming year, which include launching a structured investment dialogue, expanding B2B engagement formats, further deployment of the CRM system, introducing a network of regional UkraineInvest managers to strengthen cooperation with local institutions, and improving awareness among investors and regional stakeholders of available financing programmes.

“Our goal is balanced regional development, based on regional specialisation and the creation of capable local teams that, in cooperation with business, can turn investment opportunities into concrete projects that create jobs and drive sustainable economic growth,” said Maryna Khlystun.

Ihor Marchuk, Head of the Subcommittee on State–Business Cooperation and Investments of the Verkhovna Rada Committee on Economic Development and Member of Parliament of Ukraine, noted that up to 80% of the investment climate is shaped at the regional level — through the speed of procedures, transparency of decisions, and the reputation of local authorities. This further underscores that alignment with regions is not optional, but essential.

During the webinar, the UkraineInvest team outlined key areas for further cooperation with regional institutions, including:

  • the practical application of investment support instruments, such as mechanisms under the Law of Ukraine “On State Support for Investment Projects with Significant Investments in Ukraine” for processing industries and energy, tax and customs incentives in industrial parks for industrial and logistics projects, financial instruments for agro-processing and energy projects, as well as public-private partnership mechanisms for infrastructure;
  • informational and methodological support on financing programmes, opportunities offered by international financial institutions and specialised funds;
  • strengthening dialogue with business and managing the investor experience to create a practical foundation for necessary legislative and regulatory improvements;
  • building regional investment project portfolios in priority sectors, including through the UkraineInvest investment portal, which already features more than 300 projects;
  • preparing modern regional investment profiles with data on infrastructure, available sites, human capital, and competitive advantages;
  • aligning key investor engagement performance indicators between the national and regional levels.

The next step will be deeper, hands-on cooperation with each region across the identified areas, as well as systematic engagement with international partners aimed at strengthening capacity and synchronising approaches and processes among UkraineInvest, regional institutions, embassies, and other stakeholders in the investment ecosystem. The first training session in this format is scheduled for February 2026.
