Business shows resilience: positive economic and investment outlook – results of the NBU Survey for Q2 2025

Despite ongoing challenges, Ukrainian businesses continue to demonstrate adaptability, resilience, and interest in investment-driven growth. This forms a solid foundation for foreign investors seeking reliable opportunities in emerging markets. These are the findings of the quarterly survey of company executives conducted by the National Bank of Ukraine.

Key survey results:

  • Sustained investment activity: 20.2% of companies plan to attract foreign investment, compared to 19.2% in Q1
  • Stable expectations among current investors: Companies that already receive foreign investment continue to expect growth in investment volumes over the next 12 months, though at a slightly slower pace – the balance of responses was 14.3%, compared to 17.2% in Q1
  • Optimism about production volumes: 9.2% of respondents expect output growth in the next 12 months
  • Improved inflation outlook: The expected annual inflation rate has declined to 10.9%, down from 11.5% in Q1

Despite ongoing security concerns, the Business Expectations Index (BEI) stood at 103.1% in Q2 2025, indicating prevailing positive economic sentiment across companies of various sizes and sectors. The highest optimism was reported by enterprises in the energy sector, water supply, and export-oriented industries.
