Investment promotion agencies from the Carpathian Eight countries have launched the Carpathian Investment Coalition, a new voluntary platform for practical investment cooperation across the Carpathian macro-region and the wider Central and Eastern European economic space.
The Joint Declaration on the Carpathian Investment Coalition was announced on 19 September 2026 in Bukovel, Ukraine during the Carpathian Integration Initiative Summit.

The announcement of the Declaration was witnessed by Oleksandr Kravchenko, Minister of Economy and Environment of Ukraine, and Gediminas Navickas, Deputy EU Ambassador to Ukraine, highlighting the broader institutional support for stronger regional investment cooperation.
The Coalition aims to turn fragmented regional opportunities into a more structured and investable project pipeline. Participating institutions will cooperate on identifying regional and cross-border opportunities, connecting complementary projects, improving project preparation and investment readiness, and facilitating links between businesses, investors, regions and financial partners.
Practical cooperation may include joint presentation of investment opportunities and project pipelines, investor outreach, investment missions, B2B and B2G matchmaking, project preparation and structuring, and engagement with European and international financial and development institutions. Priority areas include infrastructure and regional connectivity, energy, manufacturing, logistics, innovation, human capital, sustainable regional development and cross-border economic cooperation.
At the Summit, the investment potential identified to date was estimated at approximately EUR 8 bln in the Carpathian regions of Ukraine and EUR 34.5 bln across the wider Carpathian macro-region. The Coalition will provide a framework for further mapping this potential, identifying priority opportunities and developing a structured pipeline of investment-ready projects.
“Our objective is to move from individual opportunities to practical investment cooperation across the region – connecting projects, businesses, investors and institutions and creating opportunities that can achieve greater scale across borders,” said Maryna Khlystun, Executive Director of UkraineInvest, announcing the Declaration on behalf of the participating institutions.
The Coalition will also seek to connect with relevant European and international initiatives and financial institutions, while participation in specific activities will remain voluntary and within the mandate of each institution.
