The State Institution “Investment Promotion Office” (hereinafter – the Institution) is the national investment promotion and facilitation office established by the Government of Ukraine to facilitate investment in the country’s economy.
The Institution is seeking an expert to coordinate operational activities under the Swiss-Ukrainian Government-to-Government Agreement (G2G).
The Expert for Coordination of Swiss-Ukrainian Investment Projects will contribute to the evaluation of project proposals and to the coordination and monitoring of the implementation of selected projects in Ukraine that will receive Swiss support under Calls for Proposals for Swiss companies.
Key responsibilities:
1. Coordination of the Ukrainian side’s input to Swiss Calls for Proposals for Ukraine
- coordination of the Institution’s participation in the preparation and implementation of Calls for Proposals for Swiss companies;
- collection, consolidation and periodic updating of information on project needs and investment opportunities in priority sectors in cooperation with the relevant ministries;
- preparation of inputs on Ukraine’s needs and priorities for consideration within the Calls for Proposals;
- assessment of the relevance and compliance of project proposals with the Ukrainian Government’s investment mechanisms and sectoral priorities;
- coordination of inputs from relevant Ukrainian institutions and preparation of recommendations on the selection of projects shortlisted by the Technical Selection Committee and/or the Embassy of Switzerland;
- participation in the preparation and implementation of the Institution’s communication and outreach activities for Swiss companies, business associations and other stakeholders.
2. Coordination of the implementation of the G2G Agreement
- coordination of the Institution’s interaction with relevant Ukrainian institutions and end beneficiaries involved in the implementation of the Agreement;
- facilitation of interinstitutional cooperation with relevant ministries, central executive authorities and agencies, as well as the Public-Private Partnership Agency;
- consolidation and periodic updating of information on project needs and investment opportunities considered within the G2G framework;
- coordination with Swiss partners, including the Swiss State Secretariat for Economic Affairs, the Embassy of Switzerland in Ukraine, as well as other relevant Swiss institutions and authorised representatives involved in the implementation of the programme and related projects;
- coordination of work with end beneficiaries in Ukraine, including with regard to the submission of technical specifications to the Swiss side;
- facilitation of the establishment and functioning of technical working groups or committees responsible for project selection and programme implementation;
- preparation of briefing materials, analytical notes and other coordination and working documents related to the implementation of the G2G Agreement.
3. Coordination and monitoring of project implementation
- support for the preparation and management of implementation schedules and coordination mechanisms for selected projects;
- tracking the status and progress of projects;
- organisational support for regular coordination meetings with project implementers and other stakeholders;
- preparation of implementation status updates and progress reports for the Institution and the Swiss side;
- identification of potential implementation bottlenecks or coordination issues and facilitation of their resolution through stakeholder engagement;
- documentation of lessons learned and good practices from programme implementation.
Expected results
The expert will contribute to the preparation of the following outputs:
- consolidated overview of project needs and investment opportunities in Ukraine relevant to the programme;
- interinstitutional review of summaries of shortlisted project proposals;
- coordination materials and working documents related to the implementation of the G2G Agreement;
- coordination of the participation of Ukrainian institutions in the work of selection committees in accordance with arrangements with Swiss partners;
- periodic implementation and progress reports;
- documentation of lessons learned and recommendations for improving programme coordination.
Required qualifications and competencies
Education
- higher education (Master’s/Specialist degree) in economics, finance, public policy, international development, business administration or a related field.
Professional experience
- at least 5 years of relevant professional experience in international development programmes, investment promotion or project management;
- experience working with government institutions and international development partners;
- experience in investment project pipeline development, project evaluation or project implementation;
- experience coordinating multi-stakeholder programmes involving representatives of the public and private sectors;
- experience working with donor-funded programmes or international cooperation projects will be an advantage;
- experience in the implementation, facilitation, advisory support or coordination of foreign direct investment will be an advantage.
Competencies
- high level of analytical skills and ability to analyse and structure project proposals;
- experience with project evaluation processes and competitive application procedures;
- well-developed coordination and organisational skills;
- ability to interact effectively with government institutions, the private sector and international partners;
- high level of written and oral communication skills.
Languages
- excellent command of Ukrainian (written and spoken);
- excellent command of English (written and spoken).

- skills in preparing analytical, reporting and presentation materials;
- ability to work effectively with several workstreams and stakeholders simultaneously.

Familiarity with these materials and an understanding of the objectives and mechanisms of Swiss-Ukrainian cooperation, as well as project selection, evaluation, coordination and implementation procedures, will be taken into account during the interview and candidate evaluation.
