UkraineInvest and QuinteQ Energy Sign Memorandum on Energy Resilience of Critical Infrastructure

UkraineInvest and the Dutch company QuinteQ Energy B.V. have agreed to cooperate on strengthening the energy resilience of Ukraine’s port and critical infrastructure. The Memorandum was signed on May 29, 2026, during the V Foreign Investment Congress.

The document was signed by Maryna Khlystun, Executive Director of UkraineInvest, and Paul Vosbeek, CEO and Founder of QuinteQ Energy.

The Memorandum sets out a framework for cooperation within an investment project aimed at enhancing the energy resilience of Ukraine’s critical and port infrastructure. The cooperation may include the deployment of advanced solutions for decentralized energy supply, including microgrids, energy storage systems, and flywheel energy storage technology.

QuinteQ Energy cooperates with Lockheed Martin on solutions designed to strengthen the energy resilience of Odesa’s port infrastructure. This demonstrates the practical relevance of QuinteQ’s technologies for the Ukrainian market and reflects the interest of international technology companies in critical infrastructure projects.

Key Areas of Cooperation

  • Energy resilience: improving the reliability of power supply for port and critical infrastructure.
  • Decentralized energy solutions: potential use of microgrids, energy storage systems, and flywheel energy storage.
  • Operational continuity: reducing the risk of downtime, supporting logistics operations, and strengthening infrastructure resilience in a heightened-risk environment.

UkraineInvest will provide the investor with informational, advisory, and organizational support within its mandate. This may include guidance on investment legislation, available state support instruments, engagement with national and local authorities, as well as coordination with relevant partners to support the preparation and potential implementation of projects in Ukraine.

Why it matters for Ukraine

Energy resilience is becoming an increasingly important factor in the competitiveness of critical infrastructure. For ports, logistics operators, and industrial companies, reliable power supply directly affects operational efficiency, supply chain predictability, and investment attractiveness.

Cooperation with QuinteQ Energy reflects a broader trend: Ukraine is creating demand for technologies that combine energy security, innovation, and infrastructure resilience. For international investors, this opens opportunities in clean tech, energy resilience, critical infrastructure, and industrial recovery.

UkraineInvest continues to work with international companies exploring investment opportunities in Ukraine in the energy, infrastructure and industrial sectors.
