UkraineInvest Presented USD 12 Billion in Investment Opportunities at the Third Foreign Investment Congress 2025 in Warsaw

On 12 November, the Third Foreign Investment Congress 2025 took place in Warsaw. The event was organised by the Foreign Business Hub and EUCONLAW Group with the support of the Embassy of Ukraine in Poland and the UkraineInvest investment promotion office. The Congress brought together more than 200 representatives of international businesses, diplomatic missions, financial institutions, and Ukrainian companies, reaffirming its role as a key platform for structured dialogue on Ukraine’s investment opportunities.

UkraineInvest’s participation focused on presenting Ukraine’s investment potential, strengthening systematic engagement with investors and partner institutions, and coordinating with partners on practical tools and mechanisms used to support investors and facilitate project implementation.

Marina Khlystun, Executive Director of UkraineInvest, took part in the Congress and spoke during the panel discussion “Doing business in Ukraine: from transformation to a barrier-free business ecosystem for global capital.” Alongside representatives of the State Customs Service of Ukraine, the legal community and venture capital sector, she discussed operational strategies for attracting investment, sectoral potential, and existing programmes and instruments available to support investors.

Khlystun emphasised the importance of ensuring that both Ukrainian and international businesses have clear access to information about investment opportunities in Ukraine, as well as the mechanisms that enable companies to enter the market in a more predictable and risk-mitigated manner. She also presented a consolidated portfolio of investment projects across key sectors that already form the foundation of Ukraine’s national and regional investment proposition:

  • Industry
  • Construction Materials
  • Agro-Processing
  • Healthcare
  • Dual-Use Technologies

Investment projects with a capital component starting from EUR 12 million in most of these sectors may qualify for state support, including up to 30% compensation of capital expenditures under Ukrainian legislation. In the transport, logistics and healthcare sectors, additional opportunities are available through public–private partnership mechanisms, enabling the implementation of large infrastructure and social projects involving private capital.

Industrial parks remain one of the key instruments for stimulating investment. They provide businesses with access to ready engineering infrastructure and land plots, shorten the time needed to launch production, and offer a range of tax and customs incentives, including exemptions from import duties on equipment.

Several discussions at the Congress focused on the role of economic diplomacy in supporting investment processes, risk-hedging mechanisms during periods of heightened uncertainty, the modernisation of the regulatory environment, and the participation of international financial institutions in financing the private sector and promoting regional development. Representatives of embassies, IFIs, business associations and analytical centres outlined opportunities for deepening cooperation in 2025–2026.

UkraineInvest continues to strengthen the institutional framework for investment attraction and, together with national and international partners, works to ensure that the large-scale implementation of investment projects in Ukraine becomes a reality — through structured communication, comprehensive information support, investor facilitation, and the practical integration of risk-mitigation and financing instruments.
