Maryna Khlystun Appointed as Executive Director at UkraineInvest

As of September 30, 2025, Maryna Khlystun has assumed the position of Head of UkraineInvest. The appointment of the new Executive Director, along with the recent integration of UkraineInvest into the Ministry of Economy, Environment, and Agriculture, will further enhance and structure the Government’s efforts to attract investors and promote Ukraine as a promising investment destination.

Since its establishment as an advisory body, UkraineInvest has transformed into a full-fledged state institution providing comprehensive support to investors at every stage of project implementation. Since 2018, UkraineInvest has attracted and facilitated investment projects worth over USD 2 billion and supported the signing of four special investment agreements between the Government of Ukraine and international investors.

Maryna Khlystun brings over 15 years of experience in the private sector and extensive expertise in state investment policy. She previously headed the Department for Investment Attraction and Cooperation with International Organizations at the Ministry of Economy, Environment, and Agriculture of Ukraine, where she was responsible for investment policy, international cooperation, and the Pillar 2 Ukraine Facility program. Under her leadership, the Ministry developed Ukraine’s Investment Promotion Strategy together with the World Bank Group, TheCityUK, and TBI, and organized major international events such as Rebuild 2024 in Warsaw, the Davos Forum, and the Ukraine Recovery Conference 2025 in Rome, which resulted in significant agreements and partnerships.

The Minister of Economy, Environment, and Agriculture of Ukraine, Oleksii Sobolev, introduced Maryna Khlystun to the UkraineInvest team, expressing confidence that under her leadership the office will strengthen its institutional capacity to attract investments into priority sectors of the economy in line with the Government’s Priority Action Plan, the Ukraine Plan, and other strategic national documents.

UkraineInvest extends its gratitude to Oleksandr Melnychenko, who has successfully served as Acting Executive Director since December 2023, ensuring the effective establishment of operational processes.
