On September 25, 2025, a business forum “Invest in Ukraine – Opportunities for Japanese and EU Businesses” was held in Tokyo, where Acting Executive Director of UkraineInvest, Oleksandr Melnychenko, presented key opportunities for Japanese investors in Ukraine.
Mr. Melnychenko emphasized that despite the challenges caused by the war, Ukraine is already attracting substantial investment:
“At present, UkraineInvest is supporting 38 large investment projects with a total value exceeding EUR 3 billion. These projects are expected to create more than 12,000 new jobs in sectors such as logistics, mining, education, renewable energy, and more. Their wide geographical spread demonstrates that real investment opportunities exist across the entire territory of Ukraine,” he noted.
Special attention was given to the Law “On State Support for Investment Projects with Significant Investments.” This legislation offers investors incentives and benefits of up to 30% of the investment amount for projects over EUR 12 million. It creates favorable conditions for private investment in key sectors of Ukraine’s economy.
Mr. Melnychenko underlined the importance of partnership with Japanese businesses and expressed gratitude for the active cooperation with the Embassy of Ukraine in Japan, JETRO, Keidanren, and JICA, which help translate Japanese investors’ interest into concrete projects in Ukraine.
In his closing remarks, he called on the Japanese business community not to delay investments but to begin today:
“This is the first step towards deeper strategic partnership and a vital contribution to Ukraine’s recovery. UkraineInvest is ready to support projects at every stage – from concept to implementation,” he stressed.
