The Government of Ukraine signed an agreement with the International Bank for Reconstruction and Development (IBRD) and the International Development Association (IDA) to launch a five-year, USD 200 million PREPARE Ukraine program. The initiative is designed to finance the preparation of state and municipal reconstruction projects so that they meet the requirements of international investors and can be implemented quickly.
The program will be managed by the Public-Private Partnership Agency under the coordination of the Ministry of Economy, Environment, and Agriculture of Ukraine. An initial grant of USD 44.3 million from the Ukraine Relief, Recovery, Reconstruction and Reform Trust Fund (URTF) will be used to build a public investment portfolio and strengthen institutional capacity.
Following talks with World Bank Managing Director for Operations Anna Bjerde, the parties agreed on a roadmap for the launch of PREPARE Ukraine. The first tranche will be available for use starting in August and will cover technical support for government clients, including the development of the Agency itself.
In the near future, the World Bank and the Ministry of Economy, Environment, and Agriculture of Ukraine will approve the program’s operational manual, open a project preparation fund, and begin financing technical support for government clients.
