New agreements worth EUR 2.3 billion under the Ukraine Facility investment instrument were signed at the Ukraine Recovery Conference (URC 2025) in Rome.
As part of the Ukraine Facility — the EU’s EUR 50 billion flagship support instrument for Ukraine — the European Commission announced a new package of agreements totaling EUR 2.3 billion. The agreements were signed with international and bilateral public financial institutions under the Ukraine Investment Framework. This package includes EUR 1.8 billion in loan guarantees and EUR 580 million in grant and blended finance. These funds are expected to help mobilize up to EUR 10 billion in investments into Ukraine’s economy.

MIGA insures EUR 185 million in international bank investments in Ukrainian subsidiaries.

MITS Capital, a Ukrainian-American venture firm, is investing USD 3.74 million in TerMIT, a Ukrainian developer of ground robotic systems. This is the first defense-sector investment by a U.S. venture fund directly into a Ukrainian legal entity, facilitated through the Diia.City legal framework.

Ukraine and the World Bank launch ‘PREPARE Ukraine’ program to develop recovery projects.
The Government of Ukraine and the World Bank have signed an agreement to launch the five-year PREPARE Ukraine program, with a total budget of USD 200 million. The initiative will fund the preparation of public and municipal recovery projects to ensure they meet international investment standards and are ready for rapid implementation.
