Ukraine has created a multi-level system of investment insurance against war risks

Despite the ongoing full-scale war, Ukraine remains committed to creating a secure environment for attracting private capital. A key tool in this effort is the establishment of a comprehensive, multi-level investment insurance system to protect businesses from war-related and political risks.

Thanks to the combined efforts of the government, international partners and the private sector, practical mechanisms are already in place to help investors secure their projects and continue operations during times of war.

State-sponsored insurance by the Export Credit Agency of Ukraine (ECA)

In 2024, the Export Credit Agency of Ukraine (ECA) began accepting applications for war risk insurance. This service is available to both Ukrainian and foreign investors implementing projects in Ukraine with a minimum ownership of 10%.

One of the first practical applications of this instrument was the insurance of an investment in a gas turbine generator unit financed by a Ukrainian bank.

International guarantee mechanisms: MIGA, DFC and more

Ukrainian and international companies can also use international investment guarantee instruments, including

  • MIGA (Multilateral Investment Guarantee Agency) – part of the World Bank Group, which provides political and war risk insurance; 
  • DFC (U.S. International Development Finance Corporation) – a U.S. government agency that provides political risk insurance and financing to companies in Ukraine.

These mechanisms are particularly effective for large infrastructure and strategic projects in high-risk environments.

Private Sector Solution: ARX launches innovative war risk insurance

The Ukrainian insurance company ARX has launched an innovative war risk insurance product with a limit of indemnity of up to USD 50 million.

The policy covers physical damage caused by:

  • rocket attacks; 
  • drone attacks; 
  • falling debris from air defence systems; 
  • other military actions; 

Eligible assets include:

  • industrial facilities;
  • logistics hubs and warehouses; 
  • construction sites;
  • agri-food businesses; 
  • renewable energy infrastructure; 
  • commercial real estate.

UkraineInvest: Strengthening the institutional ecosystem for investor protection

UkraineInvest continues to play a key role in developing and promoting a secure investment environment by:

  • Disseminating information on available insurance instruments;
  • Working with international partners to expand insurance coverage; 
  • Coordinating efforts with the Government of Ukraine, Parliament and the Ministry of Economy to improve legislation; 
  • Advising investors at all stages of project implementation.
