Ukraine Facility Programme provides the largest amount of external financing to Ukraine’s state budget in 2024 

The Ministry of Finance of Ukraine has reported that the total amount of funds provided by the European Union has reached EUR 16.2 billion (or USD 17.3 billion). This was made possible by transitional and unconditional financing under the 2024 programme, together with the successful implementation of Ukraine’s plan measures in the second and third quarters of last year.

Funding under the Ukraine facility accounted for more than 40% of total external financing for 2024. In total, Ukraine received more than USD 41 billion in assistance from eleven international partners, distributed as follows

  • European Union: USD 17.3 billion (USD 14.1 billion in concessional loans, USD 3.2 billion in grants under the Ukraine Facility);
  • United States: USD 8.3 billion (grants);
  • International Monetary Fund: USD 5.3 billion (concessional loans);
  • Japan: USD 4.3 billion (concessional loans, grants, guarantees);
  • World Bank: USD 3.2 billion (concessional loans);
  • Canada: USD 1.8 billion (concessional loans);
  • United Kingdom: USD 1 billion (guarantees);
  • Norway: USD 306 million (grants);
  • South Korea: USD 100 million (concessional loans);
  • Council of Europe Development Bank: USD 11 million (concessional loans);
  • Spain: USD 3 million (guarantees).
