The Cabinet of Ministers of Ukraine has approved changes to the procedure for prolongation of the deadlines of payments for export-import operations

The Cabinet of Ministers of Ukraine, by its Resolution No. 1310 of 15 November 2024, has approved amendments to the Procedure for Issuing Conclusion on the Prolongation of the Deadlines of Payments for Certain Export and Import Transactions, established by the National Bank of Ukraine.

The amendments are aimed to improve the procedure for issuing conclusions on the prolongation of the deadlines of payments for certain export and import transactions.  The changes are also intended to align the procedure with the Law of Ukraine “On Administrative Procedure” and the Law of Ukraine “On Electronic Documents and Electronic Document Management.”

Key amendments include:

  • added requirements for the documents attached to the application;
  • identified cases in which the Ministry of Economy will not consider an application;
  • established possibility of to suspend  allowing the applicant to correct any identified deficiencies;
  • defined conclusion issuance procedure in accordance with legislation on electronic document management and electronic trust services;
  • added new ground for refusal if the business entity is subject to sanctions in accordance with the Law of Ukraine “On Sanctions”;
  • excluded force majeure from the grounds for refusal.
