The US Congress has approved a bill to use russian assets to help Ukraine

The US House Foreign Affairs Committee overwhelmingly passed a bipartisan and bicameral bill approving support for Ukraine using frozen russian assets.

The Secretary of State, together with the U.S. Agency for International Development, must submit an assessment of Ukraine’s most urgent recovery, security, and humanitarian assistance needs to the relevant congressional committees within 180 days of the law’s enactment, if it is passed.

The bill would make it impossible to return confiscated assets to russia until it pays compensation to Ukraine. The document stipulates that the assets are accumulated in a special Fund for Support of Ukraine, and if necessary, the ownership of and income from the confiscated russian sovereign assets are transferred to the United States government.
