In order to address the rapidly deteriorating food security situation, FAO, at the request of the Ukrainian government, has developed USD 115.4 mln Rapid Response Plan (RRP) to support the most vulnerable smallholder and medium‑sized farming households through 2022. The RRP will take into account geographic considerations and enable farmers to supply local markets to ensure food availability.
The Plan budget is divided into three outcomes:
1⃣ USD 90 mln to maintain critical food production systems
2⃣ USD 25 mln to support agri-food supply chains, value chains and markets
3⃣ USD 400 thousand to provide analysis of current food security status
Target beneficiaries:
▪ Household producers (0.5–3 ha)
▪ Smallholder producers like family‑owned farms (100 ha). Producers in western regions, where there has been a significant increase in the population, require support to meet the increased demand and to reduce the stress on existing food systems
▪ Medium-sized farms (250–1 000 ha)
In the immediate term, FAO will provide vegetable and crop seed along with cash transfers to 100 000 household‑level and smallholder farmers during the spring campaign; another 200 000 household‑level and smallholder farmers will be reached in autumn to meet seasonal deadlines for food production. Support for livestock holders will include the distribution of small livestock, animal health inputs, and feed/fodder for 76 660 households.
FAO plans to use multi‑purpose cash (MPC) transfers in combination with other assistance to reach 15 000 households as part of its response. The crisis has increased the need for this type of flexible support across the country.
